Before we begin you are going to need the following:
Alright, so first thing you are going to need is a 60p capable camera. For those of you that don't know what this means, you need a camera that can shoot at 60 frames per second or higher. Most cameras these days can, it's usually found in the "Advanced" settings in the menus. Next, you're going to need footage, of course. So, go shoot something and come back.
After you have the footage, watch the video below and then follow the
instructions
below that, depending on the program you have (they are both pretty equally
simplistic):

1. Open Final Cut's Cinema Tools |
1. Open Adobe Premiere. |
2. Click File / Open Clip Or Apple+O for you hotkey fans out there |
2. Import the clip you want to slow down. |
3. Next, from the top menu again, Click Clip / Conform Footage |
3. Highlight the file and Click "File/Interpret Footage" |
4. Once the Conform Footage Box is up, you will see a drop down box. Go ahead and click 23.98 |
4. Once the Interpret Footage Box is up, click the "Assume this Frame rate" button and type in 23.976. |
5. Hit Continue. |
5. Hit ok |
